The Federal Ministry of Marine and Blue Economy says Nigeria’s maritime sector has recorded major transformation since its creation in August 2023 by President Bola Ahmed Tinubu.

The Minister, Adegboyega Oyetola, disclosed this on Sunday while presenting the Ministry’s 3-year scorecard. He said agencies under the Ministry generated ₦1.83 trillion in revenue in 2025.
That figure represents a 160% increase compared to the ₦700.79 billion recorded in 2023.
According to Oyetola, the reform programme has delivered measurable gains across revenue generation, port infrastructure, maritime security, regulation, indigenous shipping, human capital development, fisheries, and inland waterway safety.
The Minister, through his Special Adviser Bolaji Akinola, said the new Nigeria Ports Economic Regulatory Authority, NPERA framework will strengthen economic regulation of the port sector. He added that interventions by the Ministry and its agencies have also saved port users over ₦86 billion in unjustified demurrage charges.
On the international front, Nigeria regained its seat on the IMO Category C Council in November 2025 after a 14-year absence. Through NIMASA, the country also secured the lifting of the 12-year U.S. Coast Guard Condition of Entry restrictions on vessels arriving from Nigerian ports.
Oyetola noted that these achievements show Nigeria is not only reforming its maritime sector at home, but also reclaiming its voice and influence globally.
For inland waterways, the Ministry distributed thousands of lifejackets and plans to replace unsafe wooden boats with modern fiberglass vessels.
In fisheries, fish production hit 1.4 million metric tonnes in 2025.
The ministry concluded that the combination of rising revenues, new policy frameworks, port modernization, stronger security, improved regulation, investment in people, and renewed international engagement has put Nigeria’s marine and blue economy on a stronger path.
