The Lagos State governorship candidate of the All Progressives Congress, APC, Dr Obafemi Hamzat, has unveiled a 100-point manifesto ahead of the 2027 general election.

Hamzat, who is the incumbent Deputy Governor of the state, unveiled the blueprint on Friday at the Wole Soyinka Centre for Culture and the Creative Arts, Iganmu, Lagos. The document is tagged The Lagos Promise (Ileri Eko).
The manifesto, which contains 31 chapters, is anchored on seven pillars with the acronym P.R.O.M.I.S.E. People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.
According to Hamzat, 87 of the 100 pledges are firm commitments that fall within the powers of the Lagos State Government and will be measured against published performance targets. He said the remaining 13 are aspirations that will depend on consultations, partnerships with the Federal Government or judicial decisions.
“If one of them is not delivered, it will be noted, and I must own it,” Hamzat said, challenging Lagosians to hold him accountable.
As part of his transportation agenda, the APC candidate promised to increase the state’s public bus fleet from 1,000 to 4,000 with a target of moving one million passengers daily. For water transportation, he pledged to dredge an additional 140 kilometres of waterways, optimise 15 ferry routes, refurbish 25 terminals and jetties, and procure 75 electric vessels under the Omi Eko project.
On health, Hamzat promised to increase the number of Maternal and Child Centres from 10 to 15, upgrade 100 Primary Healthcare Centres and build two new General Hospitals in Ogombo and Ibeju-Lekki.
For his first 100 days in office, he outlined three key actions: sending a bill to the Lagos State House of Assembly to establish a Child Protection and Nutrition Agency, creating a Public Service Delivery Office through an executive order to monitor campaign promises, and establishing a Lagos State Wealth Fund with an independent board.
He also promised to set up an independent Performance Council that will publish annual scorecards on his administration and a complaint system where every complaint will be acknowledged within 48 hours, answered within seven days and resolved within 30 days.
Governor Babajide Sanwo-Olu, who was present at the event, endorsed Hamzat as his preferred successor, saying the state cannot afford to experiment with new leadership direction.
