The Central Bank of Nigeria has ordered banks and financial institutions to immediately freeze transactions, accounts and assets linked to six persons and four Bureau De Change operators designated for terrorism financing.

The directive, in a circular dated June 24, 2026 (Ref: CMD/FCS/PUB/CIR/002/011) seen by Channels Television, implements an update to the Nigeria Sanctions List effective June 18, 2026. The CBN said the sanctions were issued by the Nigeria Sanctions Committee and the US Treasury’s OFAC under Executive Order 13224.

Listed on the Specially Designated Nationals and Blocked Persons List are Muktar Muhammad Adamu, Babangida Muhammed Adamu Hammajam, Abdullahi Umar Usman, Ibrahim Abubakar, Adamu Chiroma, and Yakubu Ogirima Ibrahim. The four Nigeria-based BDCs named are Generation Currency Bureau De Change Ltd, Manhattan Bureau De Change Ltd, Nine to Nine Exchange Bureau De Change Ltd, and Abbal Bako & Sons Bureau De Change Ltd. Financial institutions must identify and freeze, without prior notice, all funds and economic resources owned directly or indirectly by the designated persons and entities. The move follows recent US sanctions on Lagos-based BDC operator Mukhtar Muhammad and three firms tied to him.
