OYO GOVERNOR MAKINDE ISSUES EXECUTIVE ORDER TO REGULATE LOCAL SECURITY GROUPS.

Governor Seyi Makinde of Oyo State has approved Executive Order No. 001 of 2026, setting new rules for the registration, coordination, and oversight of vigilante outfits and community groups engaged in security and related services.

The governor signed the directive Wednesday at his private residence in Kolapo Ishola, Ibadan, with senior security chiefs and government officials in attendance. Makinde said the step was prompted by worsening security threats and the rise of groups carrying out security functions without state supervision.

“Protecting lives and property is not just government’s job,” Makinde stated. “It’s a shared responsibility, and we value the citizens, associations, and groups helping lawful efforts to secure our communities. But as insecurity grows more complex, we need coordination, accountability, and proper regulation.”

Under the new order, all associations, groups, and organizations involved in security-related work must register with the state, submit documentation, and operate under government monitoring. The framework is meant to bring clarity, order, and legal backing to community security efforts.

Makinde also cautioned against ethnic targeting and vigilantism. “We must avoid, at all costs, actions that spark ethnic tension where people are singled out simply because of their ethnic background,” he warned. “We don’t want criminals in Oyo State. If you witness criminal acts, report them to us. We will take action.” He stressed that the state will not allow illegal groups that promote ethnic clashes or deepen division among residents.

The executive order follows the recent abduction of teachers and students from Yawota and Ahoro-Esinle High School in Oriire Local Government Area. The governor thanked residents for staying calm and working with security agencies on rescue operations, reaffirming the state’s commitment to freeing the victims.

The measure forms part of Oyo State’s ongoing strategy to tighten its security system and prevent misuse of authority by unregulated security actors.
